Safety Officer & Work Permit Receiver (WPR)
Description
The HSE Safety Officer and Work Permit Receiver (WPR) roles are highly critical positions within industrial and petrochemical projects in Saudi Arabia. These roles are responsible for ensuring that all site activities are carried out safely, following strict health, safety, and environmental (HSE) standards. In large-scale projects such as Petrochemya operations, safety compliance is not optionalβit is a core requirement to protect workers, equipment, and the environment. The Safety Officer focuses on implementing safety systems, conducting inspections, and ensuring compliance with regulations, while the WPR ensures that all work permits are properly issued, authorized, and controlled before any task begins on-site.
Key Responsibilities
The HSE Safety Officer is responsible for monitoring daily site activities, identifying potential hazards, and ensuring corrective actions are implemented immediately. This includes conducting toolbox talks, safety inductions, site inspections, and reporting unsafe practices. The officer must ensure that all workers follow PPE requirements and safety protocols at all times. On the other hand, the Work Permit Receiver (WPR) manages the permit-to-work system by coordinating with supervisors and authorized personnel to ensure that all hazardous jobs are properly reviewed and approved before execution. The WPR ensures isolation procedures, risk assessments, and safety documentation are in place before any maintenance or operational work begins. Both roles work closely together to maintain a safe working environment and prevent accidents.
Skills and Knowledge
Candidates applying for these positions must have strong knowledge of industrial safety standards, especially in oil, gas, or petrochemical environments. The Safety Officer should be well-versed in HSE regulations, hazard identification, risk assessment, emergency response procedures, and incident reporting. A valid HSE certification is highly required. The WPR must understand permit-to-work systems, isolation procedures, and job safety analysis (JSA). Strong communication skills are essential for both roles to coordinate effectively with engineers, supervisors, and workers. Experience in Petrochemical or large industrial projects is highly preferred, along with valid authorization and identification documents.
